obama out right now. everybody's always known two things about the cliff. you're almost certainly going to get more taxes in a deal after you go over than in a deal before you go over it. that's because after you go over the cliff, taxes already go up for everybody. so anything you do, any reasonable deal congress reaches, it will be a big tax cut. but the other thing about the fiscal cliff is you don't want to be blamed for going over it. it is going to be bad for the economy. it's bad for the country. what speaker boehner's done is create a situation in which we're going to go over the fiscal cliff. but the people who want higher taxes, the democrats, they're not going to be blamed for it. after all, it was john boehner who walked away from negotiations to try plan "b" last week. then it was john boehner who planned to pass plan "b" that very same week. then it was mr. boehner who said it was up to the senate, someone else's problem. just from a pr perspective, what john boehner has done here is a debacle for the republicans. and the white house, they've just been sitting back the las

is that these stopped being the bush tax cuts and become the obama tax cuts, right? i think that's what conservatives and republicans should be most worried about from a long-term political perspective right now. i mean, in a sense, they have sort of -- they have won a particular policy battle in the sense that most of the bush tax cuts, both parties believe should be extended. right? we're talking about 97%, 98% of the bush tax cuts. you could say that's a policy win for republicans, but if those tax cuts ended up getting branded as obama's tax cuts that he passed after we went over the fiscal cliff, it then loses whatever upside there was for republicans, except, and we have to mention this, for republicans vulnerable to primary challenges, there's obviously a lot of anxiety about being, you know, the first republican in 20 years to vote for a tax increase. i think that's the big fear, that it's been so long. republicans haven't cast this kind of vote. you don't want to be the first one to do it. >> yeah, and charles, we're told the democrats may be waiting until the very last minute. maybe they're

. whether that can be achieved is still very much up in the air. as of right now, president obama has gone back to his original demand that the bush era tax cuts be extended only for the first $250,000 in earnings. the white house is talking to senate democrats about what their proposal may look like. but as of yet, neither is in communication with congressional republicans. and as the white house hashes out details of the reid plan with senate democrats, it's at this moment unclear exactly what form it will take, what it will look like, other than to deal no doubt wheith tax cuts. details may not be released for a few days as they try to get republican support, yes, but also try to put pressure on speaker boehner by moving a vote in the senate closer to the new year. trying to say to house republicans and the speaker take up this bill that we may pass or take the blame for going over the fiscal cliff. joe. >> brianna keilar in hawaii there. there's a fight over what programs to keep funding when it comes to the fiscal cliff and it's not just between republicans and democrats. to explain t

on entitlement reform on spending cuts. >> well, that's right. president obama believed and the democrats believe they have a mandate after the election. now, a mandate, you know, depends what you call a mandate. the election was not really close, but it wasn't also a grand slam for the democrats either. so there's a real difference in who -- what the mandate is here. and democrats don't feel they need to compromise. i think they think if we go over the fiscal cliff, they will have even stronger negotiating power. that remains to be seen because oftentimes when taxes go up and there is something that hits the economy really hard and puts it into a tailspin, it's the president who takes the blame. so i think even the president is wondering who's going to foot the blame for this one. but at this point i think the democrats feel they have the upper hand at this moment. if they hold tight, they will force the republicans to capitulate. i don't see that happening. i think both sides are really going to have to give in before we get a final deal. jon: so we'll have to see, you know, which side wins the

that's totally right, kimberly. in november we voted for obama's super size government. so what is the fiscal cliff? the fiscal cliff is the check. it's the tab after the buffet of all that spending. so the irony is everyone in the beltway thinks it's so terrible we are going over the fiscal cliff because it's so irresponsible. well, ironically it's the opposite. the whole point of the fiscal cliff is when the fiscal cliff is cleared and we jump over it, we are getting rid of all the accounting game mix, the temporary stings of things that allow congress to pretend it's being fiscally responsible when it's not. what's going to happen? a lot of taxes will go up but taxes will go up on everybody, not injure the guy around the tree that's paying for everything but everyone will have to pay. and then folks will realize the government we are voting for costs us money too. >> that's the thing. if we don't go over the cliff and they don't reach a compromise, what will happen? they can't afford to keep spending like this. won't spending have to go down by virtue after compromise not bei

hike. it is one of the biggest tax hikes we have ever had in the history of the country. gregg: right. and the hard place? >> yeah. the hard place is the negotiations. you think about it. reid and pelosi and boehner and obama all trying to come to an agreement? that seems almost impossible, doesn't it, when you know all of them? gregg: how do you close the tax gap? >> yeah. right now you can not do it. so the tax gap, at least in my opinion, would be the deficit. it's over a trillion dollars. if we raise everyone today, that pays the top tax rate, 35%, if we taxed them at 100% on all the money that they currently pay 35% on, and remember, i'm assuming that nobody changes their behavior. they still work just as hard even though they pay 100% tax, we would only raise $360 billion in this coming year. and that would still leave an $800 billion deficit. we can not tax away the deficit. gregg: sure we can. we can do the value-added tax. >> well, and that's what worries me. if we don't cut spending, spending right now, the federal government is the largest it has ever been as a share of our

to spin it. i think doug is absolutely right that president obama has won on this, i think very short-term battle with respect to the tax cuts. however, the bigger issue that we are not discussing enough, which i think this whole debate should have centered around, is not the g.o.p. tax cuts, but in fact, the spending situation. so now we are almost at the fiscal cliff, it's the end of the year. but unfortunately, shannon, we are going to turn around, the end of february, and there is a bigger issue we are going to have to deal with, in terms of the debt. so i agree, i think president obama may have won the short-term battle. but i don't think he's going to win on this -- on the debt situation because that is when there is going to be absolute no negotiation on how much -- on what spending we do. it is going to be how much spending cuts that we are going to make because we are really at the point of no return, with respect to our debt. >> when you break out some of the individual leader who is are playing a part in this fiscal cliff negotiation, this is the latest gallup polling aroun

to be worried about the way the public has seen all this. i think they have enormous incentive to deal right now because the poll numbers show that obama's numbers are gaining. democratic numbers are gaining. they're up in the 50s. republicans are down in the 20s and 30s. i think republicans lost the economic debate for now with democrats. i think there is lot of pressure on them to get this deal done soon and then, you know, we will start all over again because there will be a presidential budget in february and we'll be back at the table, negotiating this with the republicans right away. so it is just, should be seen as a little fiscal break or a fiscal, we'll come up with a better analogy but temporary stopgap measure what will then be, we're going to be starting this debate all over again in february. heather: mark, in terms of, you know, who the blame is placed upon and in terms of the public, poll after poll does show that they will blame republicans. is that a matter of messaging from republicans and what can they do, if anything, to change that? what have they done wrong? >> number one o

this week and next week, right now house republicans will not vote for any kind of a tax increase under a million dollars. they wouldn't support that. obama can come to them and say here's the tax cut for all income, $250,000 less. are you for or against it. that's an incentive for them to wait. >> the democrats still feel like they have a lot of leverage politically and strategy-wise and going into the new year is not that bad for democrats. it's bad for real americans. let's go back to the tax. your paycheck is going down 2%. everyone's taxes go up. it will really have an effect is when people get their first paycheck in january and the christmas bills are due, the average working class family will have their paycheck drop not 2% but closer to 5%. democrats see it as leverage, but it hurts real people for the short-term. >> when you talk about it, absolutely. if we go over the cliff without changing anything, this will be the end of unemployment benefits for more than two million americans. people who cannot wait a couple of months to get the money back and don't have the safety net.
